It is trivial in Globalmapper. Just open the shapefile and export  as .kmz. If you want to get fancy with colors and labels, that takes just a little more work but it's still pretty easy. I made a similar Google Earth overly for New Jersey using Globalmapper. The first version probably took me 10 minutes to make, then maybe another 10 minutes to make a revised one. http://forums.njpinebarrens.com/recreation/8150-nj-wma-maps.html

I created this from shapefiles and I beleive it is what you are wanting to do.  I used the freeware  Shp2Kml Converter to create the file.  Check out this page:

However, I have not found a link to download the new version.  If anyone can figure it out, let me know as I would like the new version.

I also plan to take that landownership data you pointed out and add GA to Eastern land Ownership which is a transparent overlay to show public ownership
