Gnis process does not install and work right

First off I have postgresql, postgis, fwtools, and vb6 runtime files installed and working.
When I install or first run the program I am not asked to "fill in all the settings"  for postgis or fwtools. Clicking on "with internet" gets me the message "Run-time error  '339' ... component comdlg32.ocx or one of its dependencies not registered: " In fact comdlg32 is not present on my computer running windows 7 64.   Any ideas?  Thanks.
