I assume you are talking about the classic USGS 7.5 minute 1:24000 (24k) maps? You may find some that cover limited areas here, but Garmin has intentionally crippled this kind of map such that third party map-makers can only cover very small areas.
If you want this kind of map, IMO the best option by far is to purchase Garmin's own Birdseye raster topo. They use their own proprietary format that can cover huge areas. It's a subscription but only costs $30/year. However, after you download, the maps will continue to work forever, even if you don't renew the subscription.
https://www.garmin.com/en-US/p/98816BTW, the USGS discontinued these maps around 2000 and now considers them "historical documents" instead of maps. Personally, I love these old maps, they are what got me interested in making maps myself. But they are really out of date, many of them have not been updated since the 1970's - some are even older.
