I downloaded the free Arkansas topo map from the depot. It gave me a file to put it in and I used that but I'm not sure how to get it to basecamp map to download to my etrex 20. Can someone help me with this matter that has a better understanding of this than I do?

Is this the map? http://www.gpsfiledepot.com/maps/view/137/

The file contains an installer. Just follow this tutorial to get it into Basecamp:

After you have the map in Basecamp, follow this tutorial to send it to your eTrex:

Yes that is the map. It has an installer with the destination file  C:program files(X86)artopo11.It's there but it still doesn't show in basecamp. I downloaded it again and selected garmin file. It put it in there, still doesn't show in basecamp drop down only shows Global map. I appreciate your help.

There's a bug in some older maps that prevents them from properly installing on newer 64 bit versions of Windows. The problem was that the installer used in many older GPSFileDepot maps did not generate a needed registry key. The fix is simple - you need to install another map that uses an updated installer. This will create the missing key and allow the older maps to work.

Quit Basecamp and install this map - it is known to create the correct registry keys. Then start Basecamp again and see if the artopo11 map is visible:
