California Topo and points of interest

I've been able to download the California Topo map and install it so that MapSource recognizes it.  As I drill down on various parts of the map, I am only seeing roads identified.  The contour lines are there and I see lakes but nothing is labeled.  Am I missing something or is this map intended to be an overlay on a base map?
