Help Creating Raster NOAA Charts For Garmin GPS Units With MOAGU

Dose this process work using a VISA OS ?   

I have gotten to the point where I am generating the map code and it seems as though BMap2MP Utility just hangs.   I never get the option to "Complie Map" 

It will create the following files .gpx @ 1kb, .map @1kb, .img @ 187.873 kb and also the map id number .bat file.  Once these files are created the application seams to stop working and hangs. 

What would be my next step? 

I have tried to resize the .tif and that does nothing to improve the process.  THKS
