So this is what I want to do....

I would like to map some trails in my area on my GPS (oregon 400T). I would then like to take those tracks and put them on a map as trails. I would like to be able to then print out the map so I have a paper copy and then download the map with the trails back to my GPS device with the 'trails" on the map. How do I do this??? Seems like it should be easy, but I can't figure it out.

This program will do just what you want, but it's only available in beta. I have not used it myself: http://www.gpx2img.com/

Mapwel can also make a transparent map and is pretty user-friendly: http://mapwel.eu/

I downloaded Mapwel....how do I use it to make a transparent map? can i upload a topo map in mapwel and then add the tracks or do i have to use a google earth map?

Well you will need to find data for the trails that you want. This could be a track that you record on your GPS, a shapefile that you download from the web or you could manually draw them on top of the image of a USGS map or aerial photo.

After doing this, you can choose an option to make the map transparent. Note that all of the program features should work on the PC with the free download, but you must purchase the program to actually send a map to the GPS.

I downloaded mapwel but it only works with .IMG files.  The tracks from my etrex legend aren't .img files are they?  How do I put my tracks into mapwel?

If you can get the trails as .plt files and the maps are raster images there is a tool [FTC disclaimer missing from this post] that will do what you want : Load the map and calibration; Load track Overlay and save the image with the tracks on it. You can then take the saved image and create a Garmin Custom Map.
