You might be right, but I can't find any definitive info on Garmin site.

First is that you can't buy Lifetime for 60CSx. Lifetime is only for City Navigator preinstalled in device.

If you own Lifetime for nuvi, than you get up to 4 updates a year. On each update you can select several predefined areas to install on device and/or install full map on PC.

If you have map on PC, then you can select any area and send it to device. Full CN NA prepared on PC is about 1.7GB.

Versions of Mapsource up to 6.13 stored unlock codes in registry. Current Mapsource and BaseCamp store unlock codes in a text file in some user directory.

Mapinstall doesn't check registry for unlock code, would be a problem if you used old Mapsource for unlocking. But this won't unlock for BaseCamp either, so probably it is not your case.

Since unlocking is done for each user, you should run Mapisntall as the same user as when unlocking.

I can imagine some other reasons for Mapinstall to fail, but this would result in map locked for BaseCamp and Mapsource too. I think you should look for the file with unlock codes, on Windows 7 this is:
C:\Users\(user_name)\AppData\Roaming\Garmin\Maps\UnlockCodes.ucx

Verify that this file contains your code. You can use Process Monitor to check, if Mapinstall reads this file:

There is a limit for maximum supported number of TYPs in img file. I think for older devices this is about 10.

I don't think there are any 3-rd party tools to create JCV. It is proprietary format and there is no info about its details.

I think values 1, 3, 17 are used by most of free compilers. They are a good choice for a routable map and shouldn't be a problem for topo map.
