I am using Mapset Toolkit and saw that draw priority setting and was wondering if that would do it.
I also see that I can edit installed mapsets and both the draw priority and transparent options can be changed.

Did you do it via edit or re-installed using the draw priority set at 1?

I have a Nuvi 550 so I don't have great track file options.
I have made several transparent maps of my track files and they work perfect overlay-ed on CN2010.

My issues are they dont show up as overlays on the SE Topo's that I have downloaded from here. 

Its there a way to set priority of which map overlays the others, the SE Topo seems to have top priority.
