A routable map can give you turn by turn directions such as "in .5 miles, turn left on Main St". Maps must be constructed in a special way to do this and there are very few routable maps on this site.

A non-routable map can only show your position on the map. "Tracking your progress" (recording a track log) and marking waypoints have nothing to do with routing or even maps. You can do these things without any map.
