Look on the map info page, such as this for example: http://www.gpsfiledepot.com/maps/view/111/

This map is hosted at GPSFileDepot and is free, as stated on that page

QuoteCountry: United States
State: New York
Price: free

Now look at this one: http://www.gpsfiledepot.com/maps/view/754/

This map is not free and you must go to another website to download/pay for it.

QuoteCountry: United States
State: Montana
Price: 99.99

So it totally depends on the specific map, and it should be clearly stated on the info page whether it is free.

Is there a specific map you are referring to?

Some of the onXmaps take you to amazon marketplace such as the one Boyd linked, those are not flagged as free.
