Finally got the Florida TOPO on Base Camp but I only want to place specif kayak locations on the GPS. How or can I do this?

Read this:

Select the segments you want to use.

What do you mean by specific kayak locations?  Are they in a gpx file as waypoints, or as POIs?  You can load waypoints or POIs onto the GPS, and they will show up overlain on the Florida top, and they will stay there until you decide to remove them.

I thought the OP meant specific map tiles, but could be just GPX points.  If just points, the OP wouldn't need a map at all.  The topic after all is "loading map segments".

IF BaseCamp/MapInstall works like MapSource, click on a segment (quad) which has a kayak location, then do likewise for other segment locations you are interested in.  A list will be created of the selected segments and only these will be sent to the GPSr.

Specific data types within a segment can not be separated out for transfer.
