trouble loading Florida Topo

For some reason Florida Topo is not loading in my basecamp. Has anyone had the same issue. Any trouble shooting advise would be welcomed!!!!

Be sure Basecamp is 'off' when you install a mapset. BC only chenck for available mapsets on startup.
