I give up I am using MapsetToolkit V1.77. I followed the instructions several times to upload the .img files to mapsource. Mapsettoolkit goes through the motions only to give me an error message "Can't create REG file".

That map includes an installer that will put the map into Mapsource with one click:

Depending on how your browser is configured, it will either run the setup program automatically or you may have to double-click on the downloaded .exe file. Do not mess with the .img files. They are only intended for Mapsource's internal use. Mapsettoolkit is used by Map authors to generate the install files. In a few rare cases it might be needed if no installer is provided. But that isn't the case with this map.

The self installers install ALL the mapset. It simply 'unzips' the files to the default or folder of your choise and makes the proper changes to the Window's registry so MapSource and BaseCamp can 'see' the mapset. MS/BC only checks the registry at start-up so neither will see a mapset installed while they were open.
