I put BaseCamp as an icon on my desktop and it reinstalls every time i click on the short cut. Is this expected?

Are you sure the icon is actually for Basecamp? Perhaps you created a shortcut for the Basecamp installer instead of the actual program?

But the answer to your question is no, you should only have to install it once.

Thanks. The download icon doesn't say installer ( i have Garmin express and I see the installer and App separately. Type of file for BaseCamp is Application (.exe). Could this be a Windows 10 problem?

You are running the installer for BaseCamp. After it is installed, you run BaseCamp from your Start menu, not the desktop. Look in the Garmin folder under your Start menu.
