Trouble running install

Hey folks,
I downloaded the southeast US with installer. When I activate the .exe file, I get nothing but the spinning circle symbol in Win Vista, like the old hourglass. Waited and waited, nothing seemed to happen, no prompts or anything. Hard drive light is flashing...
Should I wait it out, or should I expect a prompt pretty quickly?

What do you mean by 'activate the .exe file'?

You run the file.  Within a second of two there will be 'standard windows install' type screens with info and questions to answer on folder options.

Exactly...double click on file, get spinning circle at tip of cursor arrow...on and on, no install screens pop up.

Are you running as Administer?

No, but you gave me an idea...turned AVG Anti-Virus/Firewall off, and it started.
