It's just to complicated.

If your maps downloaded directly into BaseCamp I think I could do it but they don't. If they could even be imported from a file into BaseCamp I think I could do it . I have 12 tabs open of tutorials, program download pages, forum answers, and Garmin instructions. Unfortunately the complexity,  technobabble, and acronyms make it next to impossible for the average person to actually get your maps into their GPS. The map that came on my new Dakota 10 is below worthless and almost $2000 for relief maps of just the Continental US is a joke. I've decided to just return it. Using a Windows XP I can't even view your maps as it asks what program created them. Is there a simple program that I can view your maps with? Is there a low end GPS on the market that has relief maps pre-installed? Thanks for your replies I'm not a dummy but sure feeling like one.

No comment on the first part of your post. As for the question, yes there are several models of GPS that you can just take out of the box, turn on and start using. From Garmin there's the Oregon 450t, Oregon 550t, GPSMap 62st and Montana 650t. Magellan makes the eXplorist 710. All of these have full US Topo maps with shaded terrain. They may or may not meet your "low end" criterion. If you want something cheaper, there's the Garmin Nuvi 500 which may meet your needs if you don't need advanced features.

Realize that most of your issues are due to the method Garmin uses to get mapdata onto their GPSr units and their almost total disregard for providing instructions on how to do so. 
Garmin's map format is not directily readable in Windows; they used a .img extension, but the data is on in a .img format.  Best to let them know your concerns on their forum, perhaps if enough purchaser's of their GPSr units do so, they will show more concern for those who purchase their GPSr units.

You don't need all 12. 

Keep in mind that when BaseCamp "Import"s the data it is importing is user data from the GPSr, tracklogs and waypoints, not maps.  Maps are "installed".  That's why the maps from this site come with an installer.  Be sure to have BaseCamp installed on your machine but CLOSED when you run the installer.

Also, what do you mean by "relief maps"? Topographic Maps, or maps that contain a digital elevation grid?  The digital elevation grid maps are only available from Garmin or other commercial GPSr vendors, on the GPSrs Boyd mentions above or on digital maps they provide.  AFAIK there are no third party digital grid map available.

Okay  thanks, I was assuming import meant maps. I only tried a couple of maps but neither went to BaseCamp. Looking at Boyd's suggestions I see  the eXplorist 610 does all I need at a fair price. Thanks for everyone's swift replies.

The explorist is a Magellan product; the mapset on this site are for Garmin GPSr's and will NOT work on non-Garmin GPSrs.

I was a  GPS newbie and bought the Dakota 20.  It was pretty simple to load the Ibycus topo maps onto my GPSr.  I did spend a couple hours doing though.  If it is all too much for you, buy a preloaded unit.  Or get a vendor to do it for you.  Or buy the preloaded SD card:  https://buy.garmin.com/shop/shop.do?pID=28229

Concur those two tutorials should have done it for you.
